The Estuary Restoration Act established an interagency Council to implement the Act, consisting of representatives from the National Oceanic and Atmospheric Administration, U.S. Environmental Protection Agency, Natural Resources Conservation Service , U.S. Fish and Wildlife Service, and the U.S. Army.  The Estuary Habitat Restoration Council meets at least biannually to direct policy relating to the directives of the Act, including direction of the Act's financial and technical assistance program for restoration projects.
