This Estuary Habitat Restoration Strategy was developed in accordance with the requirements of the Estuary Restoration Act of 2000.  The Strategy, developed by the
Estuary Habitat Restoration Council, is intended to ensure a comprehensive approach to restoration activities and to foster the coordination of federal and non-federal efforts.  The goal of the strategy is restoration of 1,000,000 acres of estuary habitat by the year 2010.

A draft of the strategy was published in the Federal Register on May 3, 2002 for public comment. Comments were received from 26 parties, including five federal and six state agencies, 11 non-governmental groups, one corporation, two intergovernmental bodies and one individual.  The Council considered all comments in making revisions to the strategy, and the final version was published in the Federal Register on December 3, 2002.
